Tulsi Patel

Senior Associate

Tulsi Patel assists clients in the areas of community and economic development, stakeholder engagement, environmental policy, and program design. Tulsi supports the firm’s role as Executive Director of the LA Bioscience Hub, a nonprofit focused on the creation of a bioscience cluster in East LA. She leads the nonprofit’s program efforts and manages its day-to-day operations. In 2016, on behalf of the LA Bioscience Hub, Tulsi designed and piloted the Biotech Leaders Academy, a summer program that gives community college students entrepreneurship training and connects them with paid internships at biotech start-ups. She is also working with a national foundation to pilot an equitable economic development grant program that provides technical assistance to Southern Cities. Tulsi has conducted stakeholder outreach and education on behalf of the LA County Regional Park and Open Space District, developed innovative fellowship programs for two national foundations, and identified economic strengths for South County EDC through employment data analysis.

Tulsi serves as a Board Member for People for Parks, a nonprofit that opens up LAUSD schoolyards on weekends in park-poor neighborhoods and works to further joint-use schoolyard policy. She is also a NLC Institute 2017 Fellow through New Leaders Council. Prior to joining ELP Advisors, she worked on inclusive comprehensive community development in Houston, TX. Tulsi earned a B.S. in Environmental Economics & Policy from UC Berkeley, and Master of Urban & Regional Planning at UCLA.
