Alexandra Paxton



As Principal and Director of Workforce Initiatives, Alexandra Paxton develops, implements, and oversees our work on green economy and workforce development policy, planning, and program initiatives.  She has led research projects in Philadelphia, Los Angeles, and San Francisco on public investments in green infrastructure and energy efficiency, developing recommendations as to how these investments could be to leveraged to create family-supporting career opportunities for disadvantaged residents.

Ms. Paxton previously served as Project Manager at the Community Redevelopment Agency of the City of Los Angeles (CRA/LA).  There, she developed policies and practices to ensure that the CRA/LA’s investments promoted middle-class job opportunities for LA residents, including the landmark Construction Careers and Project Stabilization Policy and accompanying project labor agreement. She worked on the development of the CRA/LA’s cleantech industrial strategy and spearheaded the creation of the Los Angeles Cleantech Incubator in Downtown Los Angeles. With the Pratt Institute in New York City, Ms. Paxton collaborated on the design of an Urban Manufacturing Initiative to address the economic, environmental, and workforce needs of small, urban manufacturers.

Prior to her position with the CRA/LA, Ms. Paxton was Deputy and then Acting Executive Director for the LA City Workforce Investment Board under Mayors Antonio Villaraigosa and James Hahn.  She supported the Board in developing strategic planning agendas focused on sector-specific career ladder development, as well as policy recommendations for $70 million annually in city-wide programs that assisted low-income and dislocated workers to access training and find jobs.   She also worked as a legislative deputy for then-City Councilmember Eric Garcetti, and served for two years at the Los Angeles Unified School District, where she developed a network of leveraged resources for residents and businesses slated to be displaced by new school construction.

Ms. Paxton is an adjunct faculty member teaching Sustainable Urban Economies in the Master of Arts in Urban Sustainability Program at Antioch University Los Angeles. She received a J.D. from Yale Law School, MFA in Theater Management from Yale School of Drama, and B.A. cum laude in American Studies from Yale College.
